This bipartisan effort reflects legislative concern over potential political interference in scientific research funding.
The strong bipartisan support for the provision indicates a broader legislative disinterest in granting the OMB and other administrative officials extensive control over federal spending. The bill passed the Senate with a 90-6 vote and the House with a 370-48 vote. These margins suggest that similar language could be included in future budget agreements without substantial opposition, potentially offering a more permanent safeguard against such policy changes.
