Specifically, the Kremlin pointed to a deadly incident in late May involving a student dormitory in Russian-occupied eastern Ukraine. Ukraine had previously confirmed its forces had successfully targeted a Russian military unit during that incident, implying a strategic military objective rather than a civilian one.
A Kremlin spokesperson further reinforced their stance, affirming that these "systematic strikes" would continue as part of their ongoing military operations.
